El Presidente Luis Abinader dijo que la reforma y transformación de la Policía Nacional seguirá avanzando en este 2023, y resaltó los esfuerzos encaminados a garantizar la seguridad ciudadana y la mejora de la calidad de vida de los agentes.
Al hablar ante los miembros de la Asamblea Nacional, en el Congreso Nacional, en su tercer informe de rendición de cuentas de las principales ejecutorias del pasado año, el mandatario señaló que no se puede cambiar en meses los problemas de ocho décadas.
Dijo comprender que los dominicanos quieren resultados inmediatos, pero la única manera de cambiar por completo el sistema es mediante la formación y la educación de la policía. Señaló que eso toma tiempo y es lo único que garantiza la reforma.
En ese contexto, destacó que esta reforma se basa en tres aspectos básicos: el cumplimiento de la ley, la lucha contra la corrupción y la mejora de las condiciones de vida de los agentes y de sus capacidades profesionales.
Respecto de las condiciones de vida de los policías, el mandatario resaltó el aumento que ha alcanzado en su salario mínimo más de RD 26,000 pesos al mes.
También, adelantó que, dando cumplimiento a su promesa, se incrementarán de nuevo los salarios de los Policías en otro 20 % en el segundo trimestre de este año y en el último trimestre volverán a aumentarse hasta que todos los policías cobren un mínimo equivalente a 500 dólares al mes.
La mejora del seguro médico, expuso, es otro de los logros de esta reforma, donde hoy todos los policías disfrutan de un buen seguro de salud y cuentan con bonos vivienda, con descuentos en las cadenas de supermercados más importantes del país, transporte gratis en OMSA y el metro.
Además, acceso a becas estudiantiles, programas de formación continua y créditos familiares para cubrir necesidades personales, entre otros beneficios, incluido el inglés por inmersión para POLITUR.
Informó que, durante el pasado 2022 el gobierno procedió a la compra de 672 vehículos, 785 motores, 346 juegos de cámaras para vehículos de vigilancia policial y equipos computacionales para 110 destacamentos, además de iniciar la construcción de 106 nuevos cuarteles y el remozamiento de otros 61.
De igual forma, explicó, se han iniciado los inventarios patrimoniales de la Policía Nacional que abarcan desde las piezas de vehículos de la flota hasta el registro de bienes inmuebles, y está en marcha toda la digitalización documental de la Institución, la mejora de las capacidades de interconexión de las comunicaciones y la modernización de la gestión de las nóminas.
Por primera vez se realizan auditorías internas de forma sistemática
El Presidente Abinader resaltó que 2022 también ha sido el año en el que, por primera vez en los 86 de vida que tiene la Institución, se han comenzado a realizar, de forma sistemática, auditorías internas, tanto de carácter financiero como de control de procesos.
Comunicó que el director de la Policía ya ha solicitado una auditoría contable y financiera del año 2022 a la cámara de cuentas y que la contraloría también hará la suya.
“Y en operaciones policiales, el esfuerzo reformador no ha sido menor. Empezando por las estadísticas, por primera vez tenemos estadísticas confiables, rigurosas y continuas donde una nueva sistematización, basada en las denuncias, nos permite establecer la incidencia delictiva diariamente y desplegar, en todo el país, el patrullaje preventivo de la policía según los mapas de calor en tiempo real, que describen el fenómeno delincuencial en función de la posición georreferenciada, el día, la hora y el tipo de delito”, indicó.
Precisó que, usando este nuevo sistema de medición y seguimiento, desde junio de 2022 el operativo conjunto entre la Policía Nacional, las Fuerzas Armadas y la DNCD ha permitido que en 2022 la incidencia del crimen en las calles haya bajado un 7 % respecto del 2021.
“Pero, aunque este dato sea bueno de por sí, debemos, sin embargo, matizarlo. Las cifras de incidencia, desagregadas por tipo de delito, nos hacen ver que los homicidios por delincuencia y aquellos relacionados con conflictos de tipo social han sufrido, en ambos casos, un incremento”, agregó.
Expuso que este es un fenómeno no exclusivo de República Dominicana y que, tanto en EE. UU. como en Europa, tras el encierro del COVID se ha dado un incremente importante en la criminalidad, pero en los últimos dos meses del año pasado y el primero de este, está comenzando a disminuir en el país.
Respecto del año 2021, apuntó, los homicidios por delincuencia bajaron un 2 %, pero los de conflicto social aumentaron un 7 % y hoy, un 60 % de los homicidios que se producen en la República Dominicana se deben a conflictos violentos entre ciudadanos.
En el renglón correspondiente a robos y atracos, señaló, los robos a motocicletas y vehículos han aumentado respecto del año 2021 un 19 y un 21 %, respectivamente. Pero en lo referente a asaltos, arrebatos, hurtos y roturas la disminución respecto de 2021 es de un 4 %, un 14 %, un 9 % y un 14 %, respectivamente.
Gobierno trabaja para revertir aumento de delitos pospandemia
“El gobierno no es ajeno a la preocupación de los dominicanos ante el aumento desde el final de la pandemia de algunos de los delitos más graves, y está trabajando para revertir esta situación, pero si comparamos la incidencia criminal con la de hace 5 años, veremos que el nivel de delincuencia ha bajado un 11 % y si comparamos con las cifras de hace 10 años, la caída es del 45 %”, resaltó el jefe de Estado.
El gobernante reveló que el sistema de patrullaje por cuadrantes iniciado hace unos meses, y que ya se ha implementado en cuatro áreas de la capital, ha supuesto un descenso medio del 60 % en los índices de delitos en las zonas afectadas y que para diciembre de 2023 este sistema estará implantado, como mínimo, en el gran Santo Domingo, San Cristóbal y Santiago de los caballeros.
Además, explicó, la nueva estructura de denuncias presenciales y virtuales, con 37 nuevas oficinas de recepción abiertas en 2022, hasta alcanzar las 154, ha permitido gestionar más de 436,000 expedientes, casi un 19 % más que en 2021.
En otro orden, destacó que en 2022 la DICRIM ha resuelto más de un 70 % de los hechos delictivos en menos de una semana.
Importancia de la reforma educativa de la Policía
“Estoy plenamente convencido de la importancia de la reforma educativa de la Policía. Sin ella no habrá una verdadera transformación ni reforma”, manifestó.
Y agregó el Presidente Abinader, «Aquí se encuentran los miembros del grupo de trabajo de la comisión, Mu-Kien Adriana Sang Ben, Gregorio Montero, Eladio Uribe, Miguel Escala, Radhames García, Elena Viyella de Paliza y Rafael Osvaldo Santana, que durante este año han trabajado duro, de manera desinteresada y poniendo su prestigio y su saber al servicio de esta transformación educativa de la policía. Hoy quiero reconocer su trabajo y pido un aplauso para todos ellos.»
El primer mandatario informó que en 2022 se graduaron 906 rasos y se espera que en este año se inicie la formación de 3,000 nuevos miembros y que ahora, y gracias a la reforma, la formación de los policías pasa de 3 meses a 7 meses.
Además, apuntó, se ha iniciado el proceso de formación continua con 1,400 cursos en dos años dirigidos a la totalidad de los policías en servicio, lo que dijo, es un hecho sin precedentes.
Agregó que, a mediados de año se iniciarán los programas de formación de policía en los dos nuevos campus de Río San Juan y Boca Chica, y adelantó que se ha convenido con el Ministerio de Educación la puesta en marcha, a partir del próximo año escolar, del Bachillerato en Seguridad, que supondrá la generación de una cantera de jóvenes que podrán iniciar con mayor preparación previa la carrera policial.

“Sabemos que, para tener un país seguro debemos combatir todas las formas de delincuencia y especialmente las más organizadas. Por eso, estamos llevando a cabo una política de mano de hierro contra el tráfico de drogas y sus redes”, aseguró el jefe de Estado.
Abinader expresó que bajo este gobierno se han incautado un promedio de 37 toneladas de droga cada año, frente a las 7 toneladas anuales que se requisaron entre 2004 y 2020 y se han detenido a más de 31,000 personas relacionadas con el narcotráfico.

A ellos, dijo, les están ofreciendo soluciones socioeducativas formales e informales y esquemas asistenciales para que aprendan habilidades que les permitan un desarrollo humano que mejore su calidad de vida.
“Este programa educativo-técnico va dirigido a los jóvenes más vulnerables, con un mensaje: Para este gobierno ustedes son necesarios y creemos en sus capacidades”, sostuvo.
En solo dos años, resaltó, se han creado 103 instalaciones para ejecutar el programa Oportunidad 14-24, distribuidas por todo el país, porque no solo con represión se lucha contra la delincuencia y la marginalidad, también con oportunidades y educación.
