Solo 602,151 motocicletas han sido registradas en todo el país dos días después de vencerse la prórroga del Plan Nacional de Registro de Motocicletas que inició en junio de 2021, que se enmarca dentro de la Estrategia Nacional de Seguridad Ciudadana “Mi País Seguro”, que conduce el Ministerio de Interior y Policía.

Así lo informó el vocero del Instituto Nacional de Tránsito y Transporte Terrestre (Intrant), Ramón Baldeyaque, al concluir la jornada especial que se realizó en el puesto de registro de motocicletas ubicado en el Estadio Quisqueya, Distrito Nacional.

Aunque Baldeyaque no especificó la cantidad de motos que tienen proyectadas a registrar, la Dirección General de Impuestos Internos (DGII) establece, en su boletín del parque vehicular de la República Dominicana al 26 de enero de 2022, que el ‘stock’ de vehículos registrados a escala nacional es de 5,152,448, de los que el 55.8% es motocicletas, equivalentes a 2,874,590 unidades.

Los 602,151 vehículos registrados todavía no representan la cuarta parte del total que está en circulación, y que necesitan ser regulados.

Jornada de registro

Desasosiego, desesperación y ansiedad era lo que se manifestaba ayer desde las filas formadas por cientos de motociclistas en el   en el parqueo de la sede del Instituto Nacional de Tránsito y Transporte Terrestre (Intrant), ubicado en el Estadio Quisqueya, Distrito Nacional, donde se llevaba a cabo una jornada especial de registro.

Al vencer la prórroga para el registro de motocicletas y estar ante el comienzo de la colocación de multas por agentes de la Dirección General de Seguridad de Tránsito y Transporte Terrestre(Digesett), a aquellos que no estén regulados, y eso conlleva a que la mayoría se siente bajo fuerte presión.

Jhowal García, externó a las afueras del paqueo de la sede del Intrant, que “estoy cogiendo mi lucha” porque “quiero evitar a toda costa que me pongan una multa y me lleven el motor”.

Algunos frustrados por la lentitud del proceso

Otros aseguraron que el proceso estaba siendo “incomodo” y “desorganizado”, y las razones, de acuerdo a lo que explicaron, se debían a que sólo hay un ‘stand’ de registro en la ciudad, en el que todos se aglomeran, y porque “no hay un respeto por el orden en la fila”.

“El personal es poco para todos nosotros y lo que se está armando es un desorden. Yo tengo tres días viniendo y hoy fue que pude entrar… ya tu sabes los días que tengo sin trabajar y conseguir dinero”, expresó Nicolás Jesús.

Fiscalización

En el Distrito Nacional, el Gran Santo Domingo, San Cristóbal, Santiago, La Romana, San Francisco de Macorís, San Juan y La Vega, los usuarios que no han cumplido con el registro de sus motocicletas, conforme a la Ley 63-17, del plan de registro, que establece la obligatoriedad del uso del casco protector rotulado, con la placa de la motocicleta, y licencia de categoría 1, corren el riesgo de ser fiscalizados por agentes de la Digesett.

En un recorrido que realizaron reporteros de LISTÍN DIARIO por las avenidas Winston Churchill, 27 de Febrero, John F. Kennedy y Abraham Lincoln se comprobó que miembros de la Digesett estaban incautando motos a los que no tenían la documentación.

Por otro lado, Baldeyaque, precisó sobre el registro que el usuario de motocicleta debe acercarse a los puntos con su cédula, su motocicleta, el casco protector y el recibo de pago de la licencia categoría 1, que es la licencia exclusiva para motocicleta y tiene un costo de RD$600.
