El aumento de los precios extranjeros y locales en los últimos meses impulsó en gran medida que el Gobierno recaudara mucho más de lo esperado en el primer semestre del presente año y que el mismo semestre del año pasado, por concepto del impuesto sobre la transferencia de bienes industrializados y servicios (Itbis), un tributo que se aplica al consumo.
También, el Gobierno superó con creces lo recaudado por el impuesto selectivo ad valorem sobre hidrocarburos, influenciado en parte por la flexibilización de las restricciones de tránsito en todo el país en la pandemia del COVID-19 vigentes en tiempos anteriores.
Sobre el Itbis, el Ministerio de Hacienda explica que su comportamiento general “se ve impulsado en gran medida por el aumento de los precios extranjeros y locales en los últimos meses”. “Este incremento en los precios se debe a su vez a la escasez de recursos por las complicaciones que ha dejado la pandemia del COVID-19 en lo referente a las líneas de producción de ciertos bienes esenciales”, señala dicho ministerio en el “Informe de avance de las proyecciones macroeconómicas y fiscales 2023” que remitió este mes al Congreso Nacional.
Gobierno Central con resultados financieros mixtos en primer semestre de 2022
Por la recaudación del Itbis se recibieron 152,914.6 millones de pesos entre enero-junio de este año. Esto representa un incremento de 26.5 % con respecto a enero-junio de 2021 y de 16.1 % con relación a lo estimado para el semestre, informa Hacienda.
Del monto que ingresó, el 51.72 % lo recaudó la Dirección General de Impuestos Internos (DGII) y el 48.27 % la Dirección General de Aduanas.
La DGII define el Itbis como un impuesto general al consumo tipo valor agregado que se aplica a la transferencia e importación de bienes industrializados, así como a la prestación de servicios. Están obligados a pagarlo las personas físicas (profesionales liberales, negocios de único dueño) y jurídicas (SRL, EIRL y no lucrativas privadas), nacionales o extranjeras, que realicen transferencias, importaciones o prestación de servicios gravados.
También, las empresas públicas y privadas, que realicen o no actividades gravadas, y estén en la obligación de realizar retenciones al Itbis involucrado en los servicios que les son prestados por personas físicas, así como cuando paguen las prestaciones de servicios profesionales liberales y de alquiler de bienes muebles a otras sociedades con carácter lucrativo o no.
La declaración y pago de este impuesto deberá realizarse a más tardar el día 20 de cada mes.
Impuesto a los hidrocarburos
Por el impuesto selectivo ad valorem sobre hidrocarburos se recaudaron 15,901.7 millones de pesos. Este monto –reporta Hacienda– representa un incremento de 50.9 % con respecto a enero-junio 2021 y de 35.8 % con relación a lo esperado para el primer semestre de 2022.
Explica que este comportamiento es consistente con el incremento de los precios promedio del petróleo intermedio de Texas en 61.9 % durante enero-junio con relación al utilizado en la estimación inicial durante la formulación del Presupuestado General del Estado 2022. “Además -agrega-, influye en este aumento la apertura y flexibilización de las medidas de restricciones a las libertades de tránsito en todo el territorio nacional producto de la pandemia del COVID-19 que todavía seguían vigentes en 2021”.
Impuestos Internos explica que, en adición a los montos específicos, ciertos hidrocarburos establecidos en la Ley 112-00, deben pagar un impuesto selectivo específico ad valorem del 16 % sobre Precio de Paridad de Importación, definido por el Ministerio de Industria, Comercio y Mipymes en sus avisos semanales con los precios de los combustibles.
A pesar del incremento en la recaudación de este tributo, por el impuesto específico sobre los hidrocarburos se recaudaron 22,307.4 millones de pesos, para un incremento de 12.4 % con respecto a enero-junio 2021, pero una disminución de 6.0 % con relación a lo esperado para el primer semestre de 2022.
Ingresos totalesLos ingresos corrientes percibidos por el Gobierno Central durante enero-junio 2022 ascendieron a 470,429.3 millones de pesos, excluyendo donaciones, para un incremento interanual de 18.4 % y un comportamiento respecto al estimado de 15.0 % por encima de la meta del semestre.
Del total de ingresos, el 93.3 % fue por concepto de impuestos (438,734.4 millones de pesos).
