El director general de la Oficina Nacional de Evaluación Sísmica y Vulnerabilidad de Infraestructura y Edificaciones (Onesvie) advirtió ayer que unas 1,200 escuelas en el país están construidas cerca de líneas de fallas sísmicas y sin contar con las condiciones de lugar para mantenerse íntegras ante fuertes temblores de tierra.

Leonardo de Jesús Reyes Madera explicó que esos centros educativos se ubican a aproximadamente cinco kilómetros hacia arriba o debajo de estas fallas.

Precisó que el sismo con epicentro en Puerto Plata, ocurrido el 22 de septiembre de 2003, debió servir de enseñanza para los Ministerios de Educación (Minerd) y de Obras Públicas al momento de levantar centros educativos públicos en esas zonas de vulnerabilidad.

Subrayó que de estas escuelas, 290 son grandes y vulnerables por el tipo de diseño, que se corresponde al de los centros educativos que colapsaron hace 19 años con ese movimiento telúrico, así como otras 25 fueron evaluadas de manera más especializada.

Además, recordó que de 15 escuelas nuevas que han sido construidas, por lo mentos 10 están encima de fallas sísmicas.

“En aquel entonces, en el 2011 se le entregó al Minerd una línea de cambio y no se hizo nada”, puntualizó Reyes Madera.

Ante este escenario, el director de la Onesvie sugirió la ejecución de un plan piloto para reforzar escuelas viejas y de paso las nuevas, así como  levantar planteles educativos resilientes que garanticen cualquier circunstancia, en base a una buena configuración estructural.

Sobre la inversión que supone estén plan, informó que estará sujeta a la condición de esos planteles, al afirmar que en algunos casos habrá que demoler algunas escuelas, debido a que no sería seguro ni suficiente remozarlas.

A casi 19 años del terremoto magnitud 6.5 de Puerto Plata que sorprendió a la población cibaeña y donde sólo 45 segundos bastaron para que colapsaran varias escuelas, aún permanece la preocupación  entre los expertos de ingeniería sísmica sobre el incumplimiento de las regulaciones estructurales en República Dominicana.

Descuido

Reyes Madera informó que centros educativos se levantaron luego del temblor de tierra del 22 de septiembre de 2003, pero las nuevas construcciones y arreglos no contaron con las especificaciones adecuadas para el resguardo de esas edificaciones y de los estudiantes con el paso del tiempo.

“Las hicieron iguales a las que se cayeron (las escuelas), incluso cuando fuimos a evaluar a las nuevas ya estaban en malas condiciones”, expresó el experto en sismología durante una visita a LISTÍN DIARIO.

El ingeniero comentó que ocho años  después de que ocurrió este sismo se publicó el reglamento para el Análisis  y Diseño Sísmico de Estructura (R-001), donde se establecería la rigurosidad y estricta aplicación para evitar las construcciones vulnerables ante terremotos.

Una vez con esta nueva norma,  ocho mil escuelas se hicieron bajo las especificaciones sísmicas, pero luego las medidas se fueron flexibilizando con el tiempo.
