El Ministerio de Educación trabaja en el proyecto para la expansión de la educación para niños y niñas desde los tres años de edad anunciado por el presidente Luis Abinader y de hecho hay un plan piloto que ha beneficiado 146 mil 030 infantes en edades comprendidas entre los tres años y cinco años y once meses.

En las 18 Regionales de Educación a nivel nacional han sido favorecidos 10 mil 202 niños en edades comprendidas entre los tres años y los tres años y 11 meses; 25 mil 662 niños de cuatro años hasta los cuatro años y 11 meses y 110 mil 175 niños desde los cinco años hasta los cinco años y 11 meses.

La viceministra de Asuntos Técnicos y Pedagógico, Ligia Pérez, explicó a Diario Libre que la meta del gobierno es cumplir con los compromisos de Pacto por la Reforma Educativa que expresa la obligatoriedad del estado para dar atención a la educación preuniversitaria a partir de los tres años.

Informó que hay solicitudes pendientes de centros que han solicitado nuevas aperturas de secciones de los grados prekinder y kinder para este próximo año escolar 2022-2023.

“De acuerdo al protocolo existente de apertura de estos grados y según las condiciones o requerimiento del mismo se dará respuesta, de manera gradual, al cumplimiento de la meta expresada por el presidente Luis Abinader el pasado 16 agosto”, afirmó.

Dijo que también la estrategia de gobierno 2020-2024 plantea ampliar la cobertura de los servicios educativos, para garantizar la educación pública gratuita, obligatoria y de calidad en el nivel inicial, a partir de los tres años.

“El proyecto consiste en dar cumplimiento de forma gradual a lo establecido en la Constitución de la República sobre el derecho a la educación, la ley General de Educación, la Estrategia Nacional de Desarrollo y el Código para la Protección de Niños, Niñas y Adolescentes, que en su artículo 46 plantea la responsabilidad del Ministerio de educación sobre el acceso de los niños y las niñas a la educación a partir de los tres años”, manifestó.

De acuerdo a la viceministra, en el marco de esa estrategia se ha fortalecido e implementado un protocolo de apertura de los grados prekinder y kinder con niños y niñas en edades de tres y a cuatro años.

“Se realizó un levantamiento de información sobre espacios disponibles para abrir las secciones para estos grados, en relación a la cantidad de niños y niñas en edades desde tres, cuatro y cinco años”, indicó la funcionaria.

Agregó que también se firmaron acuerdos y convenios con instituciones educativas privadas, Organizaciones no Gubernamentales e instituciones descentralizadas para la apertura de estas secciones, de acuerdo a la realidad del contexto.

Pérez aseguró que el Ministerio de Educación cuenta con docentes suficientes con licenciaturas, especialidad y maestrías en el nivel inicial, en el banco de elegibles de los que aprobaron el concurso de oposición docente.

Igualmente señaló que se cuenta con experiencias de centros educativos con la estructura que dan atención a esta población y con espacios disponibles para instalación de aulas móviles.

Sobre la educación inicial 

La educación del Nivel Inicial está consignada en la ley General de Educación y la ordenanza 03-2013 del Minerd, que modificó la estructura académica del sistema educativo dominicano.

La ley de Educación, número 66-97, estableció en su artículo 33 que el Nivel Inicial es el primer nivel educativo y será impartido antes de la Educación Básica, coordinado con la familia y la comunidad. Está dirigido a la población infantil comprendida hasta los seis años. El último año será obligatorio y se inicia a los cinco años de edad. En las instituciones del Estado se ofrecerá gratuitamente”.

El párrafo del artículo expresa que el «Estado desplegará esfuerzos que faciliten la generación de este nivel, para lo cual fomentará de manera especial la participación de todos los sectores de la comunidad y la creación de jardines de infancia en los cuales se desarrollen etapas del Nivel Inicial”.

Mediante la ordenanza número 03-2013, el Ministerio de Educación modificó la estructura académica del sistema educativo dominicano estableciendo tres niveles educativos de seis años cada uno, subdivididos en dos ciclos de tres años.
