El vicepresidente de El Salvador, Félix Ulloa, anunció en la 57ª Reunión de Jefes de Estado y de Gobierno del Sistema de la Integración Centroamericana (SICA) que su país instalará una oficina de cooperación en Haití.
El vicemandatario salvadoreño dijo que los cancilleres de su país y de Haití firmaron en Washington un acuerdo para que El Salvador instale una oficina de cooperación en alguna ciudad haitiana.
DISCURSO DE ABINADER
Durante su intervención en la reunión del SICA, el presidente Luis Abinader hizo un llamado a sus miembros para apoyar la resolución emitida por la Organización de Estados Americanos (OEA), donde insta a los Estados miembros a enviar de forma inmediata ayuda a Haití para fortalecer su policía.
El mandatario dominicano reiteró su llamado para que se utilicen los medios con los que disponen para atender la grave crisis que afecta a Haití, poniendo en marcha acciones y esfuerzos conjuntos para viabilizar una respuesta duradera y sostenible.
Abinader insistió que sigue siendo un reto el crear estrategias integrales y sostenibles en materia de migración, abordando seriamente sus causas nacionales, sin olvidar el impacto fuera de los límites territoriales.
«De manera particular, reiteramos nuestra preocupación por la grave situación que afecta a Haití, en los ámbitos económico, social, político y humanitario, lo que obstaculiza el desarrollo de sus instituciones y ciudadanos», expresó Abinader.
Añadió además que la crisis en Haití implica una “carga desproporcionada” sobre República Dominicana, en especial porque «genera tensiones sociales y una fuerte presión presupuestaria en los servicios sociales que mi país que se ve obligado a proveer a los migrantes irregulares haitianos”.
RETOS MEDIOAMBIENTALES
Por otro lado afirmó que la cooperación y asistencia técnica y de recursos son indispensables para enfrentar los retos medioambientales y el cambio climático, y que en reiteradas ocasiones los países miembros del SICA han asumido compromisos para preservar el medio ambiente y hacer uso de los recursos naturales en favor del desarrollo sostenible de la región.
Sin embargo, precisó que, pese a los avances institucionales, sigue siendo un reto contribuir a la gestión del riesgo, la reducción de vulnerabilidades y el impacto de desastres en los países miembros del SICA, particularmente cuando los pronósticos nos alertan de fenómenos climatológicos para este año, como el Niño, con previsibles impactos negativos en Centroamérica y el Caribe.
Aseguró que la biodiversidad marina y terrestre no está resguardada, que somos una región especialmente vulnerable a los embates climatológicos, y que de la mitigación y adaptación climática dependen la seguridad alimentaria, la salud, el desarrollo económico y la supervivencia de millones de personas en nuestros países.
