Corea del Sur planea incrementar los permisos de paternidad y maternidad en otros seis meses hasta sumar un total de 18 meses de cara a impulsar los bajos índices de natalidad del país.

La medida está incluida en un informe que el ministro de Trabajo, Lee Jeong-sik, remitió al presidente surcoreano, Yoon Suk-yeol, para detallar las políticas previstas para este año, según adelantaron funcionarios de esta cartera a la agencia Yonhap.

De hecho, la medida contempla garantizar 18 meses de permiso a ambos progenitores si ambos trabajan, a diferencia de los 12 meses actuales.

Aunque el número de hombres que pide el permiso de paternidad se ha duplicado en la última década, solo uno de cada cinco surcoreanos que solicita un permiso parental posnatal es un hombre ante la asentada idea de que el cuidado de los hijos corresponde principalmente a las mujeres.

La medida del Ministerio busca seguir incrementando la proporción de hombres que solicitan el permiso, aunque muchos temen que la cultura corporativa surcoreana -reticente a que los permisos se cumplan de manera íntegra y poco favorable a que los hombres los soliciten- siga lastrando ese crecimiento.

Corea del Sur cosechó en 2021 su menor tasa de natalidad desde que hay registros (5,1 nacimientos por cada 1.000 habitantes) y también la menor tasa de fertilidad del mundo (cada surcoreana trae al mundo 0,81 niños, muy por debajo de la media de la OCDE de 1,59).

El continuado descenso de la natalidad afecta también al mercado laboral de la cuarta economía de Asia, a lo que hay que sumar que en los tres últimos años el país ha endurecido sus requisitos en aduanas debido a la pandemia, recortando el número de visados para inmigrantes.

Es por eso que el Ministerio planea incrementar el número de personas que podrán acceder en 2023 al llamado «visado no profesional» hasta la cifra récord de 110.000.
