Colombia y Venezuela habilitaron el domingo un puente clave para la reactivación de las relaciones comerciales bilaterales, interrumpidas hace siete años por tensiones políticas, sellando así una nueva etapa entre los países vecinos.

Delegaciones de ambas naciones, encabezadas por el ministro de Comercio colombiano, Germán Umaña, y el gobernador del estado venezolano de Táchira, Freddy Bernal, llegaron hasta la mitad de puente “Tienditas” para inaugurarlo con globos amarillos, azules y rojos —un símbolo de las banderas de los dos países— y el acompañamiento de la Iglesia católica.

Durante el acto protocolario, Bernal aseguró que existe voluntad política para continuar con la normalización de las relaciones. “Desde hoy todos los pasos fronterizos están habilitados para el transporte” con los protocolos de cada uno de los países, indicó.

El puente, también llamado Atanasio Girardot, costó 32 millones de dólares que fueron financiados por los dos países con el propósito de descongestionar el tráfico vehicular en los dos puentes binacionales de la zona. Aunque su construcción finalizó en 2016, nunca fue inaugurado debido a la crisis política.

En 2019 el presidente venezolano Nicolás Maduro ordenó instalar más de una decena de contenedores en el puente “Tienditas” para bloquear el paso que conecta al departamento Norte de Santander con Táchira, en un acto de protesta por el intento fallido de la oposición venezolana de llevar ayuda humanitaria a Venezuela.

“En materia política, ‘Tienditas’ se convierte en el símbolo de la recuperación del diálogo entre los dos países”, dijo a The Associated Press Ronal Rodríguez, investigador del Observatorio de Venezuela de la Universidad del Rosario.

“Tienditas” era el único puente que restaba por habilitar entre los dos países, que comparten 2.200 kilómetros de frontera. Con la llegada al poder de Gustavo Petro —el primer mandatario de tendencia izquierdista en Colombia— se restablecieron las relaciones diplomáticas y comerciales con Maduro, a quien su antecesor Iván Duque (2018-2022) tildaba de “dictador”.

Colombia formó parte del bloque de 50 países que llegaron a reconocer la figura del gobierno interino liderado por Juan Guaidó, que desafió a Maduro desde 2019, y que recientemente fue eliminado por exdiputados de la Asamblea venezolana, electa en 2015 con mayoría opositora.

Pedro Benítez, analista político y profesor de la Universidad Central de Venezuela, dijo a la AP que, más que la apertura de Tienditas, el verdadero símbolo del restablecimiento de las relaciones fue el primer encuentro presencial entre Petro y Maduro en noviembre. Sin embargo, Benítez considera que el restablecimiento de las relaciones comerciales “está siendo muy accidentado”, porque pese a que se está abriendo la frontera, los productos colombianos “están llegando muy caros a Venezuela porque hay obstáculos no institucionales atribuidos a funcionarios venezolanos”.

La reactivación comercial binacional inició en septiembre de 2022, cuando se habilitó el paso de carga por los puentes Simón Bolívar y Francisco de Paula Santander. Desde entonces y hasta noviembre pasaron por los puentes 385 camiones con mercancías, la mayoría desde Colombia a Venezuela con diversos productos, incluyendo insumos médicos, fibra óptica, textiles, papel higiénico y cartón. Desde Venezuela se transportó acero en bobinas, piedra de laja, motores y tubería.

En ese periodo, las exportaciones de Colombia a Venezuela representaron 8,5 millones de dólares, y las importaciones desde Venezuela 1 millón de dólares, según cifras del Ministerio de Comercio colombiano.

Entre enero y octubre de 2022 el comercio total entre ambos países llegó a 512 millones de dólares, lo que representa un aumento, teniendo en cuenta que en 2021 el comercio bilateral cerró en 394 millones de dólares. Colombia calcula que en 2023 ese comercio puede alcanzar hasta los 1.800 millones de dólares y en 2026 llegar a 4.000 millones de dólares. Aun así, estaría por debajo de los años de bonanza en los que el comercio bilateral superó los 7.000 millones de dólares durante su pico en 2008.

Con la apertura de “Tienditas” se permitirá el paso permanente de transporte internacional de carga y pasajeros, una novedad, dado que hasta ahora sólo se autorizaba la carga, por lo que las personas debían entrar caminando por los puentes binacionales o los pasos ilegales —también llamados trochas— que suelen estar bajo el control de grupos armados.

El gobernador de Táchira aseguró que, antes de la inauguración, se reunieron los altos mandos militares y las autoridades locales de ambos países para hablar sobre la seguridad en la frontera, por lo que trabajarán para que “ningún grupo armado pretenda ejercer la violencia y el negocio de la muerte en esta zona hermosa”.

Rodríguez hace notar que desde agosto de 2015 no había transporte público legal entre los dos países, y en los pasos no autorizados sí había “servicios VIP”, que por un alto precio transportaban a los migrantes en vehículos. El experto considera que en adelante puede aumentar la migración de Venezuela hacia Colombia y registrarse un crecimiento en las dinámicas de migración pendular —las personas que entran a estudiar, trabajar o adquirir bienes y vuelven a salir
