La deuda pública de la República Dominicana cerró el 2022 representando el 59.1 % del producto interno bruto (PIB), un porcentaje menor que el 61.0 % registrado en agosto de 2020, informó ayer el ministro de Hacienda, José Manuel (Jochi) Vicente.

“Y esto lo logramos a pesar de haber enfrentado el shock externo más grande de la historia y la inflación causada por la invasión de Rusia”, escribió el ministro en una serie de tuits.

Señaló que la reducción en la deuda del Sector Público No Financiero ha sido mayor que la consolidada. Observó que en agosto de 2020, cuando el Partido Revolucionaro Moderno (PRM) llegó al poder, entró con un coeficiente de 49.7 % del PIB y al cierre preliminar del 2022 terminó en 46.1 %.

De acuerdo a la última actualización de los informes de la deuda pública que publica el Ministerio de Hacienda, a septiembre de 2020 la deuda del Sector Público No Financiero totalizaba 43,091.1 millones de dólares y subió a 52,264.4 millones de dólares a noviembre del 2022, para un incremento de 9,173.27  millones de dólares.

“El gobierno ha sido reconocido por su oportuno manejo de la deuda por el FMI (Fondo Monetario Internacional) en su artículo IV, donde se concluye que la deuda pública de nuestro país es sostenible y que las políticas que se han adoptado son las adecuadas”, tuiteó el ministro.

A noviembre de 2022, el PIB nominal se ubicaba en 113,259.6 millones de dólares, superior a los 94,523.7 millones del 2021.

Crecimiento de la deuda externa

A pesar de que la deuda pública representa una menor proporcionalidad respecto al PIB, la deuda externa del país continuó su ascenso el año pasado. A noviembre totalizaba 36,375.7 millones de dólares, que representaban el 32.1 % del PIB, según datos que publica Hacienda.

El Banco Interamericano de Desarrollo (BID), con 3,966.8 millones de dólares, y el Banco Mundial, con 1,169.8 millones de dólares, se mantienen como los principales acreedores multilaterales del país, representando el 10.9 % y 3.2 %, respectivamente, de la deuda del Sector Público No Financiero.

En tanto que el Banco de Desarrollo de América Latina (CAF) aumentó su participación en la deuda externa. Cuando entre 2018-2021 su monto anual no superó los 180.4 millones de dólares, a noviembre del año pasado iba por 414.5 millones de dólares, para el 1.1 %.

Otra deuda que también subió, pero entre las bilaterales, es la que tiene el país con Japón. Cuando no llegaba a 22 millones de dólares al año entre 2018-2021, a noviembre de 2022 totalizaba 204.6 millones de dólares, conforme a los datos de Hacienda. Su porcentaje de representación era de apenas el 0.6 %.

La mayor proporción de la deuda externa del Sector Público No Financiero corresponde a bonos, que totalizaban 27,738.4 millones de dólares a noviembre de 2022, para el 76.3 %.

“La proactiva estrategia de endeudamiento que hemos implementado se evidencia en las 3 transacciones de manejo de pasivos que han disminuido el costo de la deuda y aumentado la madurez promedio del portafolio», escribió Vicente en su cuenta de Twitter.

Aseguró que en el 2023, el gobierno continuará con el “manejo proactivo de la deuda” para seguir garantizando su sostenibilidad y acercarse aún más a la meta de obtener el Grado de Inversión por parte de las calificadoras de riesgo.
